The short answer
Write a one-page outage plan before your busiest season: know whether your terminal has an offline or store-and-forward mode and what limit you set, have a second connection such as cellular or a phone hotspot, keep power backup for the router and terminals, and know who to call on weekends. Offline sales carry risk because a card can decline once the terminal reconnects, so keep limits low and never write down card numbers.
Why this is in the news
Mastercard will require offline payment capability on all newly issued Mastercard cards in Europe from February 2027, and on newly installed and replacement terminals from May 2027, according to Electronic Payments International. The rule follows the April 2025 blackout in Spain and Portugal, which left about 55 million people unable to pay digitally. The rules apply in Europe, not in the US or Canada. The lesson travels well: outages happen, and the businesses that keep selling are the ones that planned for them.
The four kinds of outage
| Outage | Usual backup |
|---|---|
| Internet down | A terminal with a cellular connection, or a phone hotspot the terminal can join |
| Power down | A small battery backup for the router and modem; charged portable terminals |
| Processor or gateway down | Offline or store-and-forward mode within the limit you set; a status page and support number |
| One terminal broken | A spare terminal, or tap to pay on a phone set up in advance |
You do not need every backup. Pick the ones that match the outages you have actually had, and the hours you cannot afford to lose.
How offline mode works, and its risk
Many terminals can store a card payment while the connection is down and send it for approval when it comes back. That is often called offline or store-and-forward mode. The sale is not approved when the customer walks away. If the card is declined later, the money is usually lost. Set a per-sale limit you are willing to risk, turn it on only during an outage, and check how long the terminal can hold payments before they must be sent. Our guide to offline payments explains the card network rules behind it.
Three things to check before the holiday rush
First, does your terminal have an offline or store-and-forward mode, is it switched on or off, and what is the limit? Second, can it switch to cellular or a phone hotspot, and has anyone tested it? Third, who do you call when payments stop, and are they open on weekends and evenings? Write the answers on one page and keep it by the register.
What staff should do
Tell staff in plain words: try the backup connection first, use offline mode only within the limit, offer another payment method if the customer agrees, and never write down card numbers on paper. Writing down card numbers puts your business at risk with your PCI obligations and with your customers. A short practice run, once before the busy season, shows whether the plan works.
What changes for multi-location and enterprise merchants
With several locations, an outage at one site should not need a call to head office to solve. Give each location its own written plan with its own contacts. Larger operations should consider a second internet provider or cellular failover on every lane, central monitoring that shows which terminals are offline, and the same offline limits set on every device. Check your processor and POS agreements for support hours and outage commitments, and ask how stored offline payments are reported back to you.
We can help with your current setup
CELER Merchants is an independent agent, not a processor. We can look at your terminals and account settings, tell you which backup options they already support, and help you set offline limits and a second connection with your current equipment where possible. If your setup cannot support a backup, we will tell you what would.
Key takeaways
- Mastercard's offline rules cover Europe from February 2027 (cards) and May 2027 (terminals)
- Offline payments are approved later, so a card can still decline
- Have a second connection, power backup and a weekend support number
- Never write down card numbers during an outage
